Joining the NCS in 2023, Pam will be using her legal background to structure, underwrite, and close local and national commercial transactions. A member of the industry since 1989, she has broad real estate industry experience. This includes private practice, serving as both claims and underwriting counsel for a major carrier, and vice president and commercial counsel for a large multi-state agency. Clients have included developers, lenders, multi-site franchise operators, government agencies (federal, state, and local), timeshare developers and operators, historic and natural conservation organizations, and riparian landowners. Her largest single transaction was $1.3 billion (Virginia Port Authority, local port facility).

My strength is crafting practical title insurance solutions through reasonable underwriting requirements to get the unusual and challenging closings completed.


Pam’s experience inlcudes appearing as an expert witness in state and feral courts and serving as guest instructor at Old Dominion University School of Business. She is a member of several industry related organizations including Virginia Land Title Assocation, Hampton Roads Association of Commercial Real Estate, and CREW Hampton Roads. Pam earned her undergraduate degree from The Wharton School of Finance and Commerce, University of Pennsylvania and her J.D. from Marshall-Wythe School of Law, College of William & Mary. She was also a board member of the William & Mary Alumni Association. Pam has had involvement with numerous local, national, and educational organizations and institutions including Virginia Beach Vision, Virginia Beach Forum, Girls Scouts of America, Boy Scouts of America, YMCA, and the Virginia Beach School Board.

Pam resides in Virginia Beach, Virginia with her husband John, a real estate attorney. They are parents to three grown children. She is an avid skier and beach goer who enjoys outdoor recreation, cooking and reading. Pam spends time every day at either the beach or the nearby state park.
